I thought I had it. Plum was in the Lounge and could have easily stolen the streamer before Mrs. Peacock came in. Left the room. Swan could have locked Conservatory door from the inside to leave through the Conservatory doors but never had the chance because Plum strangled him.

Also; when I put CAN, I ment CAR.
