There are exceptions to that rule.

All depends on if it's a digital or analog clock (broken digital clocks may not show ANY time) and on what time the broken clock is stopped at.
(Depending on the time the clock stopped at and whether you're changing the time for Daylight Saving Time or whatever, then the clock may be right three times or just once for that particular day.)

Why haven’t we done away with Daylight Savings? Its just awful

I don't know . . . I like when it's still light out in the early evening.

Though I do admit the Sundays when we changed the clocks an hour ahead in the +/-spring use to be one of my least favorite days, but that was because I use to have a part-time job where I would get up at around 4:30 a.m. on Sunday mornings.
