Both, but of the two, silent wins over plain old, unless it's and old musical.
I absolutely LOVE, LOVE, LOVE the silen Lon Chaney version of the Phantom of the Opera, as it is the closest to the book, until the crappy end
, and because his makeup resembles how I sort of pictured the Phantom while reading it.
Buster keaton's the Cameraman is also great fun, but I've never finished it. Every time I tape it off of TCm, the VCR cuts off before ther end. It gets further and further every time...but it never reaches the end.

I'm not saying I like every modern day movie, many are horrible as you said. For every one good movie, there is probably at least 100 bad movies

And I totally agree that many actors are overpaid.

While I'm not as enamored with the silent movies, I definitely enjoy older movies.
Especially many of the ones from the 1930s-1950s.
