I know Mrs. Peacock was the one who turned it on, but I'm not 100% sure when I say it was Green who strapped him in?

I think the trick is SOLUTIONS.

#1 and #5.

If it's something to do with the board games.

Mr. Green has never been in a game with a Dagger.

Sgt. Gray has never been in a game with a Lounge.

(Fan games excluded)

#5 is correct. Think outside the box, Black, in Clue VCR game Sgt. Gray very well could have done it with the Rope in the Lounge

Cacums, I really hate to point out the obvious, but Black is right. You do not define "the box", therefore, based on your sweeping criteria directed at Black, there is a version of Clue where Mr. Green absolutely could have committed the murder in the Library with the Dagger - Clue the movie. Wadsworth makes a point of calling the knife the "Dagger", and I don't believe it was ever called anything else - even the novelization and storybook call it a dagger, and technically it actually is a dagger.

Therefore your question has no correct answer, since all scenarios are possible.
