Walter Covell wins for me. He did the most Colonel Mustard modeling and brought him the voice that fits. I believe he played Colonel Mustard on the 1972 box as well as the puzzle series and thus the 1996 version. Did he really do the most modelling? Sure, he looks similar, but I never seen anywhere...

I've been very busy modelling lately...
